No. It's the primary antagonist of Diablocide* (where he is PHAAAAAAY), but he is just a minion of the Deep Ones, the four Demons that created the world and whose Edifice you are willingly trapped inside.

**Edifice is the gaiden to the sequel to Diablocide. One Diablocide character is playable in Edifice. All of the other ones are very old or dead. I have never finished Diablocide and I have never made the sequel outside of concepts and story outlines. Edifice is To Slay a Demon: The Epic Traditional RPG Sequel to Diablocide: Gaiden Story: In Which Titania Returns (But You'll Have to Figure it Out (Nobody is Named Titania?))***

Quetzalcoatl isn't all that hard to say. However, it is somewhat difficult to spell.

I don't like stealing and bastardizing Shiva & co., so I only use vague Latinesque phrases and general idiocy to make up names that are fun to say but really are entirely pointless. They do hint at the Demon's strengths and situations, though; JINNKOKOW is trapped inside a signet ring, MESMERATIL is a hypnosis-wielding dragon, EQUIS APNEES is a horse, Malevoenmaw Trisinis has three left hands with a second mouth on one of them.

Yes, this takes place in the Diablocide universe and will be discussed in-game (although not in the upcoming RMN demo, possibly; we'll see how far I get in terms of flavor): Hell in this world is simply "wherever a Demon is." They warp the world around them to contain them and their subconscious, usually to display how they became Demons. For instance, the second tier of Diablocide's Demon Tower is green fields and empty rooms; it is showing how EQUIS APNEES only knew the outside world and was never bound, never stabled, never knew an interior. She was outside when Apnis lost her horse to a terrible ritual that resulted in a cautious new lay sister and a rogue Demon.
EDIT: Oh, yeah, the point:
"Dracolichophobia" is not only a funny name, but is indeed a fight against the fear of undead dragons. A midboss is much like a normal encounter with but a single enemy; a change of pace, but the size of the enemy, the character consultations and the more intense music bring about anxiety, especially in a game where every move you make counts.
Midbosses are where I like to make comments. Bosses and final bosses are more mechanics-oriented, even if they are slightly silly at times. For example, a midboss named "Mookie" that looks quite harmless is a reference to the "mook/elite mook" trope and the Japanese ability to turn anything into something disgustingly cute yet still "villainous." Dracolichophobia is, in this vein, a comment on the fear of intensity/anxiety - and also more fun to say than "dracolich."
