I don't really understand this. Is he sliding down the edge of the cliff, or did the cliff edge transform into the floor and the Penguin's sliding on it?

He's sliding down the edge of the cliff. The sliding mechanic changes in that Pengui is able to change directions while sliding down. Unlike sliding on a flat surface where he continues in one direction and doesn't stop until he hits something or slides off the ice, sliding down a slope lets him move from left to right while continually sliding in a downward direction.
