I'm not seeing the toxic ooze here. It looks just like a light is shining upon it.

Maybe it is a special stone that glows. Or like a kind of moss that glows.
I just joined this projeckt, so I have no clue yet.

It does if it is coming from directly above, for example if it were a break in the rocks above? One that reveals light.

The only rocks that shine are the ones in the blue, maybe they're covered with something, or that blue liquid (?) emits a blue light ?

The Cobolt Cave systems is full of...well...Cobolt. But there are also seams of Labrynne Midnight, a blue gemstone with weird properties. It gets used in some puzzles down there.
