THE IDEA

Basically, I'm making a skill that generates a random positive or negative effect. Positive effects get positive numbers on the list; negative effects, negative numbers. The further from zero the effect is, the less frequently it occurs.

So, run wild. Solitayre already suggest that one of the effects turn the party into wild boars. Just make sure your effect has an influence on gameplay.

THE EFFECTS
10 - Halves all foes' HP.
9 - Restores the party's SP to full.
8 - Enemy's stats are reduced drastically.
7 - Player gets the option to full-restore both sides. If no, result becomes 6 instead.
6 - Restores the party's HP to full.
5 - All ailments restored.
4 - Restores SP to all allies.
3 - Restores half of each party member's damage.
2 - Party's offense increases.
1 - Party's defense increases.
0 - Double re-roll. (oh baby)
-1 - Enemy's defense increases.
-2 - Enemy's offense increases.
-3 - Party berserks the enemy that round.
-4 - Gambler begins to HARDCORE DISCO.
-5 - Gambler dies
-6 - Restores all foes' ailments.
-7 - Halves the party's HP.

Effects Waiting to be placed:

Turning the party into Wild Boars.
Fear to all combatants.
Ailment restoration
Revival
Stat buffs/debuffs
WILD DISCO
Minor HP Restoration would be best at a med-low mark, probably 3 or 4 , whilst Major HP restoration would be best at about 7 or 8 so that it's not over used, but not too scarce either.
Wait, so who gets to use this skill? Is it a general skill, or is it restricted to a specific class? Need some more info on this to be able to give worthwhile suggestion.

It's restricted to the dedicated gambler character.
THE EFFECTS
10 - Halves all foes' HP.
9 - Gives all foes major stat debuff.
8 - Gives all allies major stat buff.
7 - High Roller: Rolls another random variable, deal that much damage to enemy party.
6 - Restores the party's HP to full.
5 - Gives all foes minor stat debuff.
4 - Gives all allies minor stat buff.
3 - Restores half of each party member's damage.
2 - Cure all status party ailments.
1 - Restores 10% of party MP.
0 - Nothing
-1 - Subtracts 10% of party MP.
-2 - Gives all allies minor stat debuff.
-3 - Gives all foes minor stat buff.
-4 - Gives all allies major stat debuff.
-5 - Gives all foes major stat buff.
-6 - Halves the party's HP.
-7 - Kills the gambler.

Also, that kills it for anyone else who wanted to contribute something interesting. I might use some of those, but I'd like some off-the-wall effects. That way there's a reason to use this over the actual buff/debuff/healing/etc. spells.

I couldn't remember what maker you use, so I was being generic.
-6 Revives all dead enemies
-5 summons random new enemy into the battle
+5 summons random new ally into the battle
-3 A random player character starts dancing and making a scene. For one round all enemy attacks are directed at this particular character and the character can take no action during this turn because of the deep urge to dance and express oneself.
+/-? A random party member and a random enemy start struggling in an epic battle of Rock Paper Scissors, The loser flees the battle.
0 (50% chance if the result is 0) the battle background changes into a new random battle background (alternatively there could be other fun visual effects such as stars or flowers or hearts covering the screen).

In the old Demon Tower, Collin had a spell similar to this.

-Restore some of Collin's SP
-Deal damage to the enemy party
-Boost entire party's stats by 20%
-Locks Darren, Felix, Collin and Martin IV into the party for the rest of battle
-Deal damage to the party
-Inflict an SP Degen on Collin
-Win GP
-Heal enemy party
-Double party's Max HP
-Steal an item
-Combo x2 for all attacks for the party!
-Reset the battle (full heal and revive allies, full heal and revive all enemies)
-reduce all surviving enemies and allies to 1 HP
-reduce all SP to 0 for everyone
-all allies and all enemies berserk/confused
-EXP bonus

Just make something like SUMMON TORNEKO, where it's rarely (if ever) bad for you, except the occasional turn spent just laughing.
- teleport to France
- gp turned into twigs
- lice infestation
- smart bomb a small country (not shown)
- teleport France onto the enemy
- transform into a bowl of ranch dressing
- summon Prime Minister Putin to choke enemy
- anti-trust hearing
- fart joke

No. Each action has a 1/x chance of happening, where x = number of actions.

0 - Short scene involving party's member's complaints that the gambler just wasted his SP.

It's called compromise.
- drops a giant steamroller with an angry vampire on top of the enemies
- uses a random high tier spell/skill
- temporary elemental resistance increase
- changes a monster into a bigger monster
- causes a big explosion damaging both enemies and allies
- changes a monster into a hero and a hero into a monster
- deals damage to the "unit on the battlefield" with the highest level
- reverse hp of party members (ex. 80/100 -> 20/100)
- turns the gambler into a poor peasant
