Vaporware is the perfect term. Honestly, there are few RPG Maker games that look that pretty, unless they were a team effort. I've played plenty of glorious 20-minute demos that took 500+ hours to make.

There were a few people in an old RPG Maker community who found all other "boring" projects "futile". Even classics like ABL.
Maybe they were just graphics junkies.
