For the page to render properly, you need:
1. Japanese fonts. I'm assuming you use Windows, so install the files for East Asian Languages via Control Panel > Regional & Language Options. Terminology might be different depending on the version of Windows, so work it out if you aren't running XP.
2. The browser to use the proper encoding. In this case, it's Shift_JIS. Terminology varies between browsers, but the option is usually under something similar to View > Encoding.
