No actually, Relyt is right. You have to understand that in order for it to rain FROM THE SKY the AIR TEMPERATURE must be above freezing for the rain to remain rain as it falls from the sky. If the temperature is finally right and it begins to rain, the snow would absorb the heat from the rain causing it to melt slowly. Pour water you've held in a refrigerator out onto snow sometime and see what I mean. If the rain stops and the temperature returns to below freezing, it would freeze again but you have to understand that snow is frozen water and must be kept at below freezing otherwise it would melt.
The background clashes with the foreground scene artistically. It just seems so out of place.
