I feel like I should be fighting a worthless protoplasm right now.
Although I can never imagine any useful application of this horrible effect.. It's cool that you've got it working :P

I am tired of Earth. These people. I am tired of being caught in the tangle of their lives.

Show a picture at 100% transparency and 100% ripple, Move it down to 0 transparency and 0 ripple. The image "waivers" into view.
I suppose that could work.. It's still look like a 1980's filmmaking atrocity unless the image was fullscreen.

I can actually do this to the entire screen in post process by rendering to texture and then drawing the texture itself in slices like this to emulate the H-Blanking effects used in Earthbound.
Oh, if you got rotation working... If it's screen-wide does it still lag like hell?
No. It's as fast as drawing it without any effects at all since everything onscreen is rendered with Direct3D. Tinting, however, in the software fallback I developed, can slow down a little on my netbook.
