I can actually do this to the entire screen in post process by rendering to texture and then drawing the texture itself in slices like this to emulate the H-Blanking effects used in Earthbound.
No. It's as fast as drawing it without any effects at all since everything onscreen is rendered with Direct3D. Tinting, however, in the software fallback I developed, can slow down a little on my netbook.
