Manhole cover! I always love your outside maps. They have such a nice look about them. You're really good at mapping towns!
This town looks too bright to me for a "None cheery first town" look.
But that's me, and warm hues seem cheery...

Eh. I think it looks pretty somber or melancholic. It doesn't exactly seem very bright, even though the colors are warm. The shades are still pretty dark.
LockeZ
I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

Somber is a good word. Music will really help set the tone here. I think you could easily pass this off as either a depressing memory of a once-great city or as a rugged outpost full of adventure, depending on the music.

Is that one diagonal white line part of a rain effect? Rain would make it a lot more dismal.

These tiles look sharp, and they are mapped out quite well. No complaints to be had!
I agree with Deckiller aside from a distinct lack of goatse.

A gorgeous atmosphere as usual, some tragicy somber music would fit well as LockeZ said.
