the soft lighting goes along with the rainy atmosphere very well, although it looks a little bit uniform. this is probably a little more refinement than is practical for a game being made on a deadline, but if you revisit it later it might be interesting to experiment with making the glow a little mistier.
that said, you've already done a very good job of capturing the kind of soft, everpresent light that accompanies a rainstorm in a city.
