I am glad to see him, even if he is an enemy! One of my favorites! Is the empty bar on the right the limit break bar??

Yes sir! Just recoloured with bits from other FF6 monsters stuck on.

I take it you didn't want to use the Record Keeper version because you're going for the FF6 feel correct?

Well, this is a very old screenshot (2013). I've since changed to the Record Keeper sprite.
