Yes this is most definitely a bug, thank you for bringing it to our attention! The weapon he gets at the start should be around 40 strength.

We are sorry about that and will fix it ASAP.

So, uh...my airship just disappeared.

I just got the Amulet of Garland, left the tower, went back to town and...gone.
