Would I be right in suggesting this is a skill tree of sorts? The numbers represent current level, and you get to select what skills you want to acquire for each level up?

Each level represents an 'Equip Slot' for skills. You can equip anything you want into those level slots. From active skills to passive skills. Certain combinations of skills and stats unlock other skills to equip as well.

Each skill has a requirement (when you hover over their ????? and read the description) and if you meet it you get to equip the skill.
