And I don't think that RMN should be strict about Kickstarter project. Since Kickstarter itself is very strict of what user is doing with the money. If they found a fraud they just ban them and returned the money to the rightful owners.

There's really nothing wrong with the Kickstarter rule. It's just saying that, if you want RMN to be behind you in your Kickstarter campaign, you simply need to show us that you at least possess the ability or technical know-how to do what you're setting out to do. If you're unable to do so because of supposed money constraints (laziness), then that's a serious red flag right away.
