In FFIV did you start as Kain or Cecil? I don't remember.

Cecil, you play as Cecil, he's the main character.

I'm a little stuck. How do I get to the dungeon under the government building?

It's pretty faithful to the games. My biggest problem is the damage and likelyhood of getting poisoned in the first boss battle.
