Is it good to do pull ups on rest days in order to increase max rep?

Best to do pull ups on your regular workout days. That rest day recovery time is when your muscles repair and actually grow.
I do them on my workout days too, but I want to do them more often in order to reach my goal of 20 pull ups in one set (I only intend to do 2-3 sets on my rest days.). It seems like I'm getting nowhere right now with my pull ups, which feels pretty frustrating. :/

No, it's not good to do pull ups on rest days. Because you need daily cardiovascular, it's good to take a walk or maybe ride a bike on rest days, but that's about the limit.

I tried to do a pull up once.

It didn't work out.

Same. I have a lot of trouble with the up part. Down is never an issue.
