Try starting it in windowed mode. Either open it in RPG Maker in order to do that, or start it using a shortcut with the arguments "TestPlay ShowTitle Window".

author=NewBlackwell, I decided to leave it there one time and watch tv, so about half an hour to an hour, it stayed black screen
It becomes bigger because in order to run - it needs to set your screen resolution to 320x240 (it's not getting bigger, your screen resolution is getting smaller) because that's the resolution that RK2K/3 runs in.
I'd guess it was just loading up.. All rm2k/3 games that I play take a few seconds of black screen & hourglass before they run.
How long is it staying like that?
Also, I'm pretty sure that F4 puts the game into windowed mode instead of full screen.. But that command might not do anything until the game loads up.

I was trying to play the game Alter A.I.L.A Genesis, and when I start it, my screen goes black, and my mouse becomes the hour glass thing, and becomes bigger. How do I fix it?

If I recall correctly, numbered RPG Makers are console releases. There was nothing on the Enterbrain release listing at GameFAQs.
EDIT: I dug a little deeper, Apparently Enterbrain's Japanese release of RPG Tsukuru 5 became AgeTec's RPG Maker 2, for the PS2.

Numbered Rpg makers are for consoles only, from what I've seen.

Hey all! I've been searching google and youtube and other sites for it for hours on end, and thought that maybe you guys might know something. Now, here's what I know. RPG Maker is a 3D RPG maker which graphics look similar to Final Fantasy 3 on the DS. I am dieing to get it, but haven't found a Down Load link that didn't seem suspicious yet. and if any of you know where to get it, please, tell me. I would like it to be English, or at least tell me that there is no English version as of right now. Thanks for your time! ^_^

EDIT:...Man is this a confusing formula.
Normal attacks:
Power = A's attack power - (B's physical defense ÷ 2)
Rate = 20 + A's strength
Variance = 15
Minimum force: 0
I mean, I bet when I figure it out, it'll be easy. I understand the power formula, but Rate confuses me as does Variance to a lesser degree.
