I think I may have some news about this game! Some guy on Desura (phantumjosh) says, in the summary of his profile, that he's also known as Lysander86 and, posting about a commercial game made with RPG maker VX (Oh Wow an RPG Game), posted these two messages:

Good game though for what it's worth, I think to really take it up another notch though you'd have to drop the engine. I'm currently using UDK and I love what I am able to do with it :)

Well, as far as I can see, this looks pretty good. Nice menus and rips.
