Does anyone know of a good, easy to use program for recoloring images, tiles, what not? Fast as well I guess.
What sort of recolouring do you want to do?
Most image editing programs can hue-shift. (Such as Paint.NET if you want a free one) which shifts all of the colours of an image in a single direction.
Also both paint.NET and idraw chara maker can select by colour globally so you can select a colour and replace it.
Another method is to open an image in something like graphicsgale (which you can also download for free) and change the colours of the image by directly editing the palette of the image (provided it's like, a 256 colour or less image) rather than the pixels of the image itself.

Gimp and Paint.Net are both good for editing hue, saturation, lightness, and brightness. The former also has a "recolor" tool that lets you select all pixels of a certain color which is really useful.
