I'm pretty sure you can check to see if the Row command was used by checking to see if everything else wasn't used, and keep track of it from there. You'd have to kill the Row command in the menu, though, since you wouldn't be able to track it.

Overall I don't see the point in trying to squeeze this sort of functionality out of 2k3; iirc the method above is still buggy simply because 2k3 doesn't care about you enough to track the current row.
