Okay, I am having some difficulty making up my mind about how to do the skill systems of my game I am working on. My idea is that I try to do something similar like m first game. Everyone was given nine to fifteen skills/spells and that was all. Although some skills crossed between characters, mostly each character kept to their own skills and abilities.
In this new game I am thinking of doing the same things, but four of my characters are swordsmen, and one of them can do almost all of the abilities at the beginning of the game. I was wondering if I should make the swordsmen skills available to all of the sword characters, and then augment them with specific skills for that swordsman. One of those things that I would have liked to avoid was the endless scrolling between abilities that most people don't use anyway. Any ideas?

I can't say specifics because I don't know too much about your design or battle setup, but in general, it's better to have fewer skills that are very different than to have ends upon ends of skills that do only slightly different things. Each character doesn't need 3 tiers of single-target damage spells, unless they all have different uses, costs and effects.

Why not try and reduce the number of skills to 6-10? Or even 3 or 4 skills? Unless your game is massive, you probably don't need all of your skills; you can trim fat by removing very similar skills, or combining the effect of one skill into another - which may create a wholly new and interesting ability.

To sum it all up: Don't present "false" choices to your player. If a spell is always inferior to another spell on the character, and there's never a good reason to use it, then it needs to be killed.
It's fun defining your characters with only ~4-5 skills, some of which may even be passives. Not only do they end up very differently from each other, they also have more character. For example, a hotheaded warrior could go into a berserk state, when at low HP or something.

Without knowing much about your game, the problem could also be that you have 4 swordsmen. :X

Clarification: Maybe try to make them different kind of warriors, like a berserker, a spellblade, a paladin etc., if it fits your game/story/setting.
