I was wondering if anybody has programed or updated a vx script for an animated starting screen on VXAce yet? I have tried looking but all i can find are vx and xp scripts for it.

Have you tried looking on RPGMakerVXA.com or RMRK.com? Both have a lot of VXA scripts, have links to other lesser-known sites (check RMVXA's master script topic and Wikiscript links for a lot of them) and if there's none there, you could probably request one. Both sites are fairly active.
