...one has uploaded a game download once, removed it, then uploaded and deleted a game download before it's approved twice, then submitted a third entry within 24 hours of the deletions?

Probably awhile. It just depends. Just wait a bit and it will probably get resubmitted in no time.

Most likely the approver won't even notice (or care)
