So, I spent about half an hour to an hour writing up a review for a game I just finished playing, and now it's telling me that I can't submit the review. Is this normal? Can the developer not allow reviews for his game?

What game? A game needs to have an active download for the site to enable the Submit Review link.

It was Silent Eyes. He must've taken the main download down within the last hour or something.
