I WANT TO MAKE A GAME WITH NO COMBAT.

Is this blasphemous?

Basically I want to attempt a game with multiple factions
And trying to sort of build an army unite a land blah blah ect.


And maybe a small amount of combat.
But not much.

I want it to be open but not too open

Just story exploration choices and decisions that play out in how the game turns out.

Is it ridiculous to even start on a project like that?
