CloseSo I've been lurking on this website for a good 2 years or so. Not actively, but popping in every now and again, knowing I'd eventually join at some point when I needed to. Be it a question, or to post up one of my projects which finally got off the ground (Which hasn't happened just yet). I didn't plan on joining just yet but a few specific questions I need answered have forced me to do this a bit early. That said, hey, I'm Zeo.
I only use RPG Maker 2003, XP and VX never really interested me. I'd say I have a good deal of knowledge with the maker, being that I've had and dabbled in it for years, but I never really got in depth with it, being that I never got that far in any of my projects. I know most of what you should know, hopefully that's not too vague.
I have a couple questions as well.
1. Should I just post my questions in the help/request/recourse section, Or is there a specific sub-area for questions? (for RM2K3 in particular)
2. If I make a question topic, should it be a general topic where I can ask multiple questions, or make separate topics concerning different matters?

Welcome, have a good time here. Normally it's just one question per topic, but it can depend of course.
Well, I think if you explain fine what are you asking for it doesn't matter if you post all the question on a topic or put them separate (the advantage of having them separate is that you can put especific title for each one) so is matters of taste.

Either way is fine. There is no fine-grained subforum structure - all help questions can go in the Help & Request forum. If you are looking game design advice, I suggest posting in the Game Design forum.
