Anything on vgmusic.com is fair game, from what I understand. Same goes for other huge midi library sites. If you take music off a composer's own website, fire them an email asking for permission.
Be wary of pulling songs from other projects though. The creators of those games might have gotten specific permission to use that music in their project. An example would be if you took CastorOnline's music out of a copy of Forever's End sitting on your hard drive.

Yeah almost everyone does it. However I think it's better to use less known music so that your game doesn't end up having the same music everyone has already heard before. For example, you could use music from a game that never came out in North America. That way even though it's not your own your game might stand out a bit more.
That being said, even if you credit the original creators and don't make a single penny from the game, it's still technically "illegal" according to the law and they could send you a cease and desist or something like that. Probably won't happen if it's an RPG Maker game though.

Ok. I wanted to make a part in my game with an opera building, using Final Fantasy 6's opera music as a gift for my mom who wants to play my game, and thats her favorite part of final fantasy 6.
My mom started playing video games with me when I was 3 when she bought me a NES, so she could spend time with me. Now she plays D3 and WoW with me.
I envy you all. My mother hates videogames, and dad rarely plays games (when he does, it's just Solitaire or Angry Birds)

Well if anything bad comes from it I'll just remove it from the game. It's gonna be an optional event anyways.

Or... try to replace the music with something else? Like, from the RTP? Or from Newgrounds? Or something? Just a thought!
