1. Man with the Mask from Balance of Requiem.
2. Powers: Can control people like puppets, and teleportation.
3. Gameplay: Classic Dragon Quest style RPG with front-view battles.
4. Based On: Final Fantasy, Dragon Quest, Star Ocean etc.
5. Dark brown/near black short hair. Wears a dark turquoise robe with purple shoulder plates that has golden lines running down the robe with a large red eye in the chest area. Wields a large golden staff with a human skull at the top with glowing purple eyes. His face is hidden at all times by a white mask with a purple jewel at the top of it; the right eye hole of the mask glows bright red.
6. Man with the Mask is the main antagonist of Balance of Requiem, an RPG set in a distant realm in the medieval/renaissance times era. His plan is to call forth seeds from another dimension that cause insanity in any living being that come near it, all around the world to usher in complete pandemonium to gather up enough of people's anger in order to resurrect an ancient deity of great evil.
I'm sorry you spent time writing this out; however, I am not drawing existing characters from existing games.
1. GAME: The Dragon, The Witch and the Wardrobe Malfunction
NAME: Gideon Foxtrot
2. Swordplay, sword powerups, longbows and arrow powerups (fire, explosive, ice, multishot)
3. Side-scrolling fantasy RPG with anthropized animals as characters (like Disney's Robin Hood)
4. It would be like... EVO Search for Eden, or Lost Vikings, I guess.
5. Humanoid Fox character with reddish brown fur and with blue and gold tunic and hat with a feather. No pants. (again, think of Robin Hood)
6. The Black Unicorn has escaped and is terrorizing the realm. As the foremost Hunter of the Horned, Gideon Foxtrot must track down the beast and capture it. A cunning witch is attempting to harness the unicorn's power for herself, and a dragon holds the magical girdle that can subdue the beast.

3. Metroidvania style! (get tools to unlock stuff, and solve puzzles). Recording is useful for certain areas, where you need evidence (mistery solving?).

6. The Potemkin Ambassy gets a new old terrain on the outsides of the city. This terrain includes a very old mansion, named the Old Mane's Mansion, and an old indian cemetery. As there is no papers about the mansion and the real value of the terrain, the Embassy encommends you to check it out. The misteries of the Old Mane's Mansion, as you get to see it, give you the impression of a creepy place, where howls and yells can be heard. And there are bats on the windows too! *Shivers*. But all is for the sake of making the mansion valuable again!
The Embassy will be checking for your well-behaving constantly, and of course if you are doing your job as information collector. Survive the deadly mansion, while doing your job!

2. As prince of PopLand, his singing is his weapon! the more people of PopLand he sings to, the farther and faster his voice can reach! Uses his songs to change the landcape to progress, and gains a new song after each boss!
3. Kinda like kirby, wario, or megaman? platformer, with singing type attack, and new songs let him change the environment in new ways?
4. Original, bright colors, pop idol theme.
5. Light Blue skin, Princely Pink hair, fantastic tuxedo, Microphone!
6. After Prince Popstar regained his kingdom from the Rock n' Rollers, a new threat emerges as Lord Lardanum steals Princess Bubbleheart!

That looks about right. Majority of these are set to be cameos and/or minor roles. However, here is the "good guy" line up...

2. Pluto has an armored mechanical arm, which he uses to fight. He is skilled with small guns, and a pivotal item in the game was his lighter.

They put a worm into your head to control your mind, and they used their magic to replace body parts that were damaged. It was a very dark story, where Pluto was an elite soldier (called Black Coats) in the Red Queen's army. His worm surgically removed by a doctor and engineer duo who saved him.
Of course, there's very little that was ever actually put into this game.

Blood Orb, has a cheery personality of its own, Lucas uses it to attack far way enemies by throwing it, it only allows him to do this because Blood orb was with Lord Lucas before he became evil and cannot separate from his chosen master.
Lord Lucas also uses a bomb with an elborate looking timer.
3. HellRaiser type game, platformer Jump and slash at innocent villagers just down the street from his grand castle.

5. Medium size, black hair with only one strand stained with blood. Evil smile on at most times, fairly handsome for the most part but has popping veins creeping across the side of his face. Wears a black tuxedo with red, prickly rose, Blood Orb has a bag of sorts on him, looks happy, basically big red flying ball with a smily face and bag on it.
6. One day, Lord Lucas learned he was to die of Vein Incapulation. When asked why it was not caught earlier, the doctor replied honestly: "I wanted you to die." Because of this, Lucas went mad, killing all in his castle, then starting on the village... He renamed his orb weapon to Blood Orb to make it sound more menacing.

1.PopLand 2: Prince Popstar vs Lord Lardanum!
Character:Lord Lardanum
2. As an enemy or in this case, final boss, he has no power-ups. He does have 2 phases, and 3 attacks for his first phase.
First phase: He can use a sound blocker, that keeps certain sounds from hurting him. He has the ability to drug Prince PopStar in a way that in-game, makes the character's controls completely reversed for 10+ seconds, varying by what attack was recently used. He can also turn into his second phase whenever he wants, before he hits half health. When he gets to half health, the second phase is normally triggered, and instead of being a drug thing( http://en.wikipedia.org/wiki/Laudanum ), he is now a metal singer! He can sing in such a way, it hurts Prince Popstar more than any of PP's attacks would to Lardanum, actually double the amount. When defeated, he just explodes.

Normal/Phase 1: With a human head, grey eyes, and a medicine bottle body, the only insteresting look on this thing is his hair. His hair is long, black, and wet with alchohol. He also has green skin, no pants or clothing. Just a medicine bottle for a body, and a weird head.
Phase 2: He becomes a badass, with black hair, red sharp clothing, black boots, and spikes almost everywhere on the clothing, he can also somewhat float, giving that extra hint of awesomeness. He has completely red skin, compared to his green skin from earlier.

Gameplay: The same as touhou, bullet-hell shooter danmaku.
Bullbard Description: Bald, stylish sun-glasses that wears even when he is sleeping, gangster suit including a a hat with a bird, dark skin, Extremely muscular and rides a motorcycle with tons of machine guns. Very extravagant but with great sense of humor.
Story: All the media of Nightmare City has been manipulated by a group of criminals that call themselves as the Fly-Fly Mafia. The only message you see on the Newspaper, Television, Radio is: As we Fly you all should Die, It's when the agent Reik has to investigate and find who is behind all this with help of a mad psychiatrist named Mario.
