HELP WITH PASSAGE/PRIORITY

For some reason, my hero is walking through things not meant to be walked through, i.e. walls, objects, and so on.
The weird thing is it's not for every tileset; I have him outside and he can't walk through the proper things, but then he goes inside, using a different tileset, and now he can walk through everything. I have altered the passage for some things to suit what I want, but I've checked over and over and the passage, passage direction, and priority don't seem to be the problem.
I don't have it on Through, or the hero on Through, because nothing is set to do that. Any help?

Update:
It's so weird but it seems random what I can and can't walk through. For example, I can walk through a counter, and then another counter, the same tiles, I can't walk through. I can walk through the walls, so that isn't stopping me. It's so weird, and I don't know what to do... :(

LockeZ
I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

Well it sounds like you've succesfully ruled out every possible cause :/
Now suggesting long shots!
Try making a new project and see if it happens there. Then try copying your tilesets, passabilities and all, to the new project. See if they have the same problem there. That'll narrow it down and determine if it's a tileset or event/script problem.
