Please explain exactly what you want. What should it do? What shouldn't it do? Do you have any mock up screens? I'm not exactly sure what you want. What do you mean by text-based?

You could probably code it yourself using variables and conditional branches. It'd take a while, though, depending on how many choices you'd have for monsters and what-not.
Take a look at some custom menu systems - they'd probably feature heavily. In fact, you'd probably be using a lot of pictures to create it.
It'd probably be worth it to move to one of the other makers, though. I'm pretty sure XP has already got a Pokemon battle script floating around somewhere. Take the time to look and see if you find anything.
