You can do that in almost any image editing program.

Programs are meaningless when it comes to spriting. Sadly, it's entirely in the hands of user skill.

Google any of these:

Photoshop, GraphicsGale, Paint Tool SAI, Microsoft Paint, GNU Image Manipulation Program. There are many, many more. Hell, you could Google "Free Image Editor".

lmao i just thought there could be an easier sprite creator or shit like that , thanks xD

Even just MS Paint works fine for something like that.

I always used MS Paint and an other image editor to decrease colourdepth to 256 colours and save it as .png.

Nowdays, in a RM XP + project MS Paint would be enough. XP + doesn't need 256 colours and MS Paint will save images as .png =).

Umm... I recommend Graphics Gale since it's made for pixel art. xD
G'luck!

EDIT: There's also the ancient Irfanview, used since the prehistory of Rpg Maker, and created FOR IT I think... But I think Graphics Gale is better. Can't say since I didn't actually use it, though. xD
