You shouldn't unless it says you do. If it crashes, you'll probably need to download the RM2k3 RTP, but not the actual engine itself, don't worry.

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

You never need RPG Maker to play a game. If the creator is extremely lazy and doesn't care about anyone but developers and hardcore enthusiasts playing his game, you might sometimes need the RTP, which is a set of common graphics and sounds used by many games. (Each version of RPG Maker has its own RTP.) But if the game is meant for the general public, it will include the RTP.

You can also try "The Reconstruction". That game sort of has a two-legged animal-like human as the main character...
Well if you want an animal in general, any Sonic RPG maker fan game will give you a party full of animals. And if the maker wants to be a dick, maybe Chris from Sonic X. But I know that's not what you want. Keep moving, XD.
