What program can I use when I do my own tiles which are 35px x 35px dimension.

Depends on your preference really. More or less any drawing program is capable of making 35x35 tiles (even Paint) but my personal recommendations would be GIMP or Paint Shop Pro.
use for what? I am not sure if I fully understand the question. Like Trihan said, ANY drawing program can make 35x35 pixel tiles.

I like Photoshop myself. And Paint (WinXP and earlier versions)
I meant such like rpg maker xp for example. But this one when I can choose the dimensions of tiles. Thanks in advance :)

Oh, you mean for actually creating games? Hm. I don't think there are many other tile-based game creation engines with the same level of pre-definition that RPG Maker has, but maybe someone else with experience of the other options can provide you with an alternative.

RPG Maker VX Ace is the newest and most up to date
program for making rpgs.

If you want to customize tiles, which didn't seem
to be your question I would go with Gimp, which is free,
if not very easy to understand at first,

I recommend Gale. It's free and it's more oriented towards pixel art. It's also easier to understand if you haven't used anything before.

arcan, I think he's looking more for a game creation engine that supports 35x35 tiles than a program with which to draw them.
Can you find a way to shave a few pixels off of the size of your tiles? Computers work best when working in powers of two (2, 4, 8, 16, etc), so most engine programmers would be using those as the dimensions of their tiles; you're not likely to find an engine with 35-pixel tiles. Your best bet would be to either reduce them to 32x32 tiles, or to write your own code to handle the map.
As far as I recall, in Construct Classic you can define the size of the tiles, if you enable usage of tiles that is. It's somewhat different from the RPG Maker engines though as its a more generic game making engine.
3D Rpg maker has great 2D Support and allows tile customization and more. The interface has more menus to navigate than other rpgs makers though.

sorry to ask the obvious but what is Gale and do you have a link to it???

Forgive me if I am asking a dumb question because I am fairly new at all this.
