CHARSET MAKER

I remember that I had found a program that helped me easily make charasets. I want to find that program again, and put it to use. I'm bored, pretty much, and need something to do. Since Liberate is BOUND to be canceled since my boredom knows no bounds, even leaking my mind of ideas, I plan to try out something else. It was specifically for 2K/2K3, but can be used for all makes, and even tilsets and battlecharas most likely. So, along with a program that can make these sets easier than a paint tool, can I get a few templates to use, just in case I somehow screw it up?

I've already tried that and it's not that good. While I like it, it doesn't give you as much freedom as actually making the sprites yourself.
I got the program now : Charset Maker 1999

But, I don't have any templates.

You mean blank green pages with lines?

Yes, preferably including both Faceset and BattleChara templates as well. That way I could attempt making VX graphics as well as 2K3, seeing as those are the only two makers I have right now.
