ENEMIES WONT EXECUTE SKILL! (VX ACE)

1 hero and 1 enemy share a common skill. The skill is working normally for the hero but the enemy wont execute it.

The enemy has two attacks. Both set on always. Skill_1 has a rating of 5 and the required skill has a rating of 4

Does the skill require HP, MP, TP or something to use it?

If it requires TP, the enemy will need to have the TP
to use it (or the MP.)

To test it take away all other skills, including attack
and go to battle test in the Troops section.

Also, are they under a specific category? Like, Magic, Skill, etc.? Make sure that the enemy can use that category of skill.
