HOW TO USE SCROLL MAP PROPERLY (VX ACE)

I dunno what is wrong I tried to use a Scroll map event that follow a moving event, but the moving event stop every 60 frame, (like when the game lag). Both events are parallel. I find a script that can solve this problem, but I want to know how should I use this event.
This event is made to work for a cinematic, it's not intended to be used as a direct controller for the camera.
Explanation: This cannot be done without a script to modify the function of the "Scroll Map" event. As it stands the event has a hidden "Wait for completion" effect applied; it will always wait for the move before running the next command.

Oh, so the only way is changing target of camera itself through script,
