Create a Character/ Custom Character ability Topic

Forgive me if this has been brought up somewhere before but I can't seem to find any topics on it when I search: But would it be possible to make a custom character or create a character feature or tool(?) in a game; like Mass Effect or KOTOR- only you know obviously less detailed/impressive?

I'm just trying to understand what you're talking about.
Are you familiar with Ace's Database? Are you asking about how to edit Character stats and skills inside the Database?
Or are you talking about creating a custom gameplay feature like character-specific tools you'd use on the map in order to solve puzzles and stuff?

I mean like a character creation screen, as in te frist screen(s) in Mass Effect and KOTOR beire you begin, or story. Where you can decide what the main protagonist looks like.
