Would it be pissibly to do a good survival/psychological horror type of game such as White Day, Amnesia or the likes woth RPG Maker? I have pondered making a mystery survival horror type of game. I am wanting to put in sanity effects like in Eternal Darkness or Amnesia as well. Any suggestions?
It is possible but it takes a hell lot more time and effort compared to making some RTP adventure. Obviously it would also be in 2D.
I wouldn't recommend it as your first project.
Try Desert Nightmare and Reaper if you haven't already. Considering one can easily code the pushing/pulling of objects (events) it shouldn't be too hard to build barricades and stuff like that.

As for sanity effects I don't really know what you're referring to, but making objects and Pictures appear and disappear is easy to do.

In order for a horror game to be scary though you usually have to put a lot of efforts on graphics/mapping and atmosphere and cleverly-written scenes.

You can check few commercial 2d horror games for inspiration.
There is at least Clock Tower for SNES and also Sweet Home for NES. It's possible, but the player needs an open mind and good amount of imagination to really be drawn into low resolution pixel horror in this day and age.

Also for eternal darkness type of effects, use images and also clever use of screen transition types might be something to consider.

You should check out Lone Survivor if you are looking for good 2d horror games.
