It seems to me that the CBS that was written should be in that "empty project" somewhere. Since it's 2K3, it's probably in the Common Events tab in the database. Well, unless there's DynRPG pulg-ins. I'm not too familiar with how they interact with 2K3 and it's workings.
Has that person ever sent you a project before? If he starts another project and makes some events, then sends it to you, is it also blank?
Did he try sending that project to someone else? Maybe your PC is the problem.

What exactly do you mean by "compiles it via RM"? What program is he using to compress?

Is that the original? or a test project? I assume it's supposed to have events.
You didn't answer one of my other questions, though. When you make a game, where on your hard drive to you save it? My Documents? Some other place? In windows 7 and 8, I think certain folders have limiting permissions besides 'read only'.

Yeah, don't use My Documents. I believe stuff in there is tied to your user account and isn't even accessible to the other accounts on your PC.
Instead, make a folder directly on the root of the hard drive. Try a sample project in there and see if it transfers okay. If that works, I'm not even sure how it will affect the existing project.
If that doesn't work, there's nothing further I can help with.
I would also suggest never 'compiling' your game. It creates an installer and edits the registry for no good reason. Just zip the game.
