I like to turn down the lights, light a scented candle, pour a couple glasses wine and start a little Barry Manilow playing softly in the background. Later on, I would offer a sensual massage, and then see where things go from there.

well, I am guessing here, but is the file a .rar file? Most games are archived using a program like WinZip or 7zip or WinRAR. I suggest searching for, downloading and installing 7zip. Then, right click on the game you downloaded and select Extract Here. Then, in the game's folder, look for game.exe or rpg_rt.exe (or any other .exe) and try running it. Depending on how the creator packaged their game, you might also need to download and install the corresponding RTP (run time package). http://rpgmaker.net/utilities/ you can find mirrors to XP, VX and VX Ace RTPs here (about halfway down the page). if it is 2k3, you'll have to google and look for it yourself.
as you can see there are a lot of variables here, so if you give some details we can direct you more specifically on what you need to do.
