So I am looking into creating a pretty simple RPG to use in training for new employees where I work. We want to create different conversation situations where the employee can walk through interactions with different customers and have a reward/penalty system set up for said interaction.
Does anyone have any ideas on which rpg maker would be the best to use for this?

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

Your needs are pretty light, so you could easily use any RPG Maker for this.
RPG Maker 2003 and RPG Maker VX Ace are the two easiest ones to learn. Of those, RPG Maker VX Ace has an official english release, while you're on your own finding RPG Maker 2003. There's also a nice official set of modern tiles for RPG Maker VX Ace that can be used to create areas like shops, offices and cities.

you aren't demanding much, so any maker should do really.
VX (Ace) is "more simple" (start beating me now guys) on the surface, the newest and finds most support. A good choice if your request can be cut down to functionality ;)
XPs ressources from the get-go are less cartoony. If the look/environment/atmosphere is important to you, you can perfectly go with it. As he said, you can reproduce this effect in VX with just a little effort.
