I literally made an account just to post this because I'm getting pretty frustrated by it.

Every RPG game and their friggen dog these days seems to run on RPG maker 2003. Which would be fine if it weren't for the fact that there is no download anywhere for the RTP!

All the old download links have been taken down for some stupid reason, and the official site no longer lists any RPG maker RTPs before XP.

So basically, anybody who didn't get it while it was still available is screwed.

Unless there's some common download for it. But trust me, I've been looking.

This site doesn't allow linkage to those materials, however I can recommend you do a google search for iterations of 2k3 RTP, RM2k3 Run Time Package, RPG Maker 2k3 RTP and "download".

There should be at least one link within the first four pages. (There was at least one with the RM2k3 Run Time Package search on the first page of results.)

I hear you. People should be mindful to include all resources they use in their game, using RMTool to remove all that aren't used, and go into the game's configuration settings and add "FullPackageFlag=1" below the MapEditZoom.

Rm2k3, while still being used, is no longer the standard program and hasn't been for a while. To expect others nowadays to hunt high and low for something so outdated is an unnecessary burden.

Trust me, I wouldn't be making this thread if there was a working download.

The only page with a link on it is Gaia Online forum page that's over a year old and links to a dead download page.

I don't understand why people can't post a download to the RTP, though. It isn't as though having the RTPs is illigal or something. I mean, I could understand the uproar of people posting torrent links to full programs or something. But the RTPs are offered for free on the offical site. It's just that they only give XP, VX and VX Ace now days, for some stupid reason.

I'm just wondering if there's some place that it's still available. Like on this site or something (maybe a certain game that includes the RTP?) I don't need a link, just a location.
I found one just by looking through the first page of links when I searched - RM2k3 Run Time Package - (just that string of words, nothing else). And yes, I downloaded and checked just in case. It's there. About the 4th or 5th link to be precise.

Legally we aren't allowed to give you a link. I can give you the reasons for that, if you'd like. As far as I know, most sites don't have it there anymore (they do have the 2k version of the RTP, but alas, that won't work for 2k3).

They don't. All the sites offering it are essentially offering it illegally. Officially, you can only own and use it if you own a legal copy of RPG Maker 2003. Most people don't, especially since it isn't for sale anymore and the recent poll to sell it again seems to have gone quiet.

The other RTPs seem to be downloadable for free regardless of whether you own an RM or not, so I'm unsure why 2K3 isn't there. Probably because it's old.

From what i remember hearing, it's because there was never an official English translation. All non-Japanese versions of anything related to 2k3 are illegal. Although, I wonder if that really makes a difference since RTP is only graphics and sound...
Listen up and here's the goods:

RTP are usable only if you legally bought the engine they are for. They can be downloaded for free to use if you're using them only for playing games that require them. An example of this: You may own VX Ace but you can't legally use XP RTP in it unless you bought XP as well.

Since 2k3 was only ever legally obtainable in Japanese, legally you can't use the RTP unless you buy the Japanese version - which is, I believe, no longer for sale. Also, you can't legally download it to play games with because of both the last point and that any games you can legally use it for are in Japanese. Thus any usage of the 2k3 RTP is illegal.

Hence why we don't allow links to it on the site. While we have a distinct don't ask, don't tell, or are outright fine with where you got your engine from, we draw the line at posting links.

Yes, you can share them for playing games. But you cannot use them to make games. Legally.

The 2k3 RTP you can share - the Japanese version of it, anyway. But you'd legally only be able to use it to play Japanese games or at least, games made in the Japanese version of the maker. It's not legal to share it to use in game creation, though, unless you bought the maker - and you'd legally only be allowed to use the Japanese version.

But not in game creation; just to play games.


Look, the RTP packs are licensed in such a way that legally you can only own them to create with if you bought the engine they belong to. Now, RMN has no illusions about our members. We realise that people on this site will use the RTP for game creation even if they state otherwise - which, by the letter of the law, is illegal. Thus, our no link sharing policy.

If you wish to send PMs of links to each other, though, we can't really do anything... and frankly, any decent Google search will turn up a link so it's not that big a blockage to your illegal resource usage, is it? :/

It's FullPackageFlag=0, and I don't think it matters what line it's on.
