Here's another sprite I
made. I think for the most part its OK. If you don't know who that is, it Sakuya from touhou. Also I'm not done with the hair, why is hair so hard to draw.

Her shoulders may seem too wide though.

The head looks a little too small, and like Avee said the shoulders too wide. I like the hair though.

I wasn't finished with the head when I uploaded it but I don't notice
and I made the dress like the 2003 RTP maid. The hair was
a nightmare to make but I think it turned out ok.
