Before I get attacked by comments saying yes, let me explain my self. So I'm developing an nes style rpg with rpg maker 2003. So if you couldn't guess yes it barrows a lot from Kentona's Generica games as well as hellion. The character sprites and monsters and tile sets and .... the animations. WAIT! let me explain i never could make animations in rpg maker and probably never will, I can't gt it down right. So when I develop an rpg i have to "Barrow" the animations from other games. Every thing else I can do but animations. So is it stealing? I do have a good enough reason and yes Kentona will get credit for the animations and all the resources I asked permission to use. So yes or no?

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

I mean I'm the human instrumentality game design guy who thinks game design is more important than human life but still
try asking permission first
Also, we had a giant 75 page thread about this topic that turned into a ridiculous shouting match and got several people banned and made several other people leave the site a couple months ago, and I don't want to do that again.

I'd point you to the old topic but it was apparently deleted so hard that it's not even in the archives any more. This is no loss. I certainly don't want to imply there was a consensus, but the general decision by the site admins was "Always ask first if you can track the person down, and if they say no, just go find something else instead of being a dick. If they disappeared from the internet, at least credit them. Steal from Square Enix instead of indie developers if you can help it."

Just for the record, before I lock this, the general rule of RM creation is 'don't steal from fellow RMers'.
So, basically, feel free to use rips from old commercial games like SNES ones - that doesn't really harm anyone since the games are old, but be warned that people not in the know about RM might call you out on that. However, when it comes to resources that other Indie Game devs have created, ask first. If you get a no, then a no it should stay.
It's an 'honour among thieves' type deal. Different websites deal with it in in different ways - some arescum of the earth fine with you using anything you can get your hands on, others will pull you up short.
RMN's rules state that if we know that you used something from a game that was made for that game (ergo, custom graphics, music, sound, script, etc) and use it without permission, we can pull down your game or straight-out ban you, depending on how you respond. (Don't fret - only worst case scenarios get banned and banning isn't forever in any case.)
We also have a site rule now that says if you use an art image on your game page that is not created by you, you must leave a credit for the original artist. (Keep in mind that this isn't talking about screenshots but about just general art that people put up to 'represent' something in their game. Oh, and Google isn't a source of accreditation. ;p )
Apart from that, just ask and if they say yes, fine. If not, look for something else.
