First, I would like to apologize in advance if it's already discussed or mentioned on another thread/rules. I just have no idea where to look. I guess, I will ask it here.
Is RMN game require to include RTP for download? I guess, since RMN feels like universal site which hold most of RPG Maker games or even other engines, then it's a mandatory that RPG Maker games should include the RTP.

It's not required, actually. Some events require the inclusion of RTP with the submitted games, so there's that. Games should be playable with all resources included (bar the RTP files if you're so inclined to ignore adding them) though. Oh, and maybe at least mention you need the RTP to play, since there are a lot of people just looking for games that come through the site who don't know that extra files are necessary.
Frankly, it's best to actually just include all the files necessary to use the game - including the RTP files you use - but as far as including an RTP-inclusive version, it's not necessity.

It's not necessity, but it is very much welcome. However if you decide to do so, make version without RTP as well for people who has RTP installed as it adds significant amount of size to your game (especially in case of new makers) - not everyone want to download game + 300mb of rtp when he/she has rtp installed and just want to download game itself.

The RTP is designed to allow developers to play each-others' games more easily. You can leave it out if you want, but be aware that you will be limiting the number of people who can play the game to only other developers and a handful of people who have played a bunch of RPG Maker games. Most players have never heard of the RTP, and most of the people who've heard of it don't actually have it installed (since there are dozens of different RTPs, and most games include the one they're using). I would say maybe 1% or 2% of people looking at your game will have the RTP already.
Yeah, I try to make 2 versions of the game - no RTP and RTP included, because holy crap the Ace RTP adds like 200mb.

I have dropbox. But I'm almost out of quota because of continuously upload and shared folder. Then, I prefer file hosting site to store larger file.

Since this is semi-related and I'm curious to know, I thought I'd ask: do the newer RPG Makers have a way to find out which RTP files you have and haven't used? There's a program I can run for RM2k that lists all the resources used in a project, and I always used that to weed out everything that wasn't necessary. If the newer makers don't have that...well, good thing I was planning to go custom by then anyway.
There is a script by Tsukihime that does the job for you. Go look for it~ (Actually, someone asked about this recently - YM I think - and I linked the script there. If you can find the thread (help section) then you'll find the script. It's awesome!)
I personally - as someone who doesn't use RPG Maker at all - just want to download games and be able to play them with double click without having to download RTP manually or - even more annoying - finding the correct font and installing it on windows. If I can't run a game, I often end up just deleting it again. There are just too many games for me to be bothering with getting one to run.
Though, I was wondering - if RTP is always the same for the same RPG Maker - couldn't the website just implement it so that it automatically gets attached to the downloads? Then nobody needs to upload it again, you just need to have it stored in one place on the website.

Legally there's can be issues with it. Basically, you're only supposed to use the RTP to either play a game or if you legally own the engine it's from. We can't police how people use the RTP (and since RMW officially has downloads available of them for people who want to play anyway) after all. That said, we do have links to mirrors of the RTP on the engine pages.
(We're missing the RTP link for 2000 and 2003 but it's understandable since neither of those have a legal ENGLISH program yet.)

Additionally to above, automatic packaging of rtp may prove problematic if someone will opt for making an installer or even use build-in gamedisk functionality of RPG Maker.
I don't make games, I'm at the player end of the spectrum, but back in the day once I'd worked out that I could repeatedly download games which were hundreds of Mb's in size or I could download one RTP for each of the engines, and let's be honest there are only 3 legal ones for RPGMaker, XP, VX and VXA and from that point on only download the much smaller non-rtp version it seemed like a no-brainer. Smaller size=quicker download=less time until I can play, I can understand for those who are just popping through but for anyone who has downloaded more than a few games, I really don't see why you wouldn't have the RTP already installed and ready to go.
This is a very long winded way of saying I am always appreciative of developers who give me the non-rtp option, and I always check the download tab on any game of a substantial size to see if the options is available.

If we're talking 2k/3 then it's fine adding in the whole RTP. It's like, what? 30MB? Yeah... especially considering that there are different versions of them (different translated names). That's probably best.
When it comes to the newer engines, best to just include the files you used and put the ol' package trick (works with all RMs, for the record) Especially when it comes to Ace. 200 MB is just crazy talk.

Maybe we could just put a link to RTP download on the download page of each game, so it's at least easy to find from there. Owners could then switch it on or off depending on whether RTP is included or not.
How about no? If you do your game right you don't need anything other than the game download. It's enough that the official site of RPG Maker has them to download for free. I'd much rather people go there for such a download so they see the rules ascertaining to the use of them than a site that doesn't have the license details.
