HOW DO I LEARN TO MAKE PORTRAITS FROM SCRATCH?

I've been working on my game this past week and things are going smoothly for the most part, which is quite an cool since I'm usually quite lazy... anyway, back to the point. I really want to attempt to learn how to make pictures in paint.net. You know, cd covers, book covers, portraits, ect. Does anyone have any idea where to start? Or do I have to learn to draw on paper and get it on the computer? I'm totally lost!

I actually have the same prob as you (I am using paint.net too). I can't say that I'm an accomplished digital artist (hell,I suck ;P).
Anyway, you could google-search stuff about digital painting. I'd suggest you go for the tuts in deviant art. As far as I know, there are only a few tuts specific to paint.net that will be useful for this kind of stuff. Check them out anyway at their forums.

Same way I did:
You keep drawing, you keep sucking, you keep learning, you keep trying.
You're not gonna learn to draw by studying techniques and drawing one, or even ten pictures. You have to keep drawing OVER AND OVER AND OVER X 100 again. That's how you learn. From my experience, drawing is 10% knowledge and 90% muscle. It's like playing a piano. You could have all the skill you need to be the best piano player, but without a piano, no one's gonna know.
In your case, the piano player is your knowledge, and the piano is practice. Pfft. Listen to me, acting like I'm some kind of authority on the subject...
There are some tips you can use to make your drawing easier to do on the computer. karins listed them out. I'll name two Youtube channels you can look at:

I've always drawn by hand, but I've discovered that scanning isn't always so great, so I've tried my hand at literally drawing pictures on GraphicsGale. I've discovered that practice makes perfect, and it happens that...yep, you can draw a face on a paint program just as easily as by hand. Just practice, practice, practice, just like the piano analogy that Red Nova used.
Now, get out of here and practice your scales and arpeggios...erm...I mean, you shading and coloring techniques.
