NO RPG MAKER 2003 GAMES WILL LOAD IN FULLSCREEN

Okay so I can get games to load up in windowed mode, but once I attempt switching to fullscreen I get a black screen which goes away then takes me to my desktop. The only way to go back to windowed is to restart the game or spam F4 when in the black screen. I can't get any of my games to play in fullscreen(including this new game, off, I downloaded). I've searched the internet head to toe for answers but found none. Hoping this will help, Thanks.
Why would Windows 8 have anything to do with it? I'm using Windows 8 and have had no problems installing 2K/3 and playing 2K/3 games in full screen.
I do think it's related to the OP's computer, whatever the problem may be, but not convinced it's related to a specific OS.

I think that drivers written for onboard videocards for Windows 8 machines have issues with old DirectDraw methods. Or something akin to that.

You must have missed all the recently popping up discussion about 2k3 and Windows 8. I have Windows 8 and I can run 2k3 games in full screen but most of the people who post that they can't run them fullscreen end up having Win8. It's not the OS that causes the problem but it's the common element. http://rpgmaker.net/articles/887/
No, I do realize that a lot of people are having problems with running 2K3 games on Windows 8, I'm just not entirely sure why, since just as many people don't.
Then again, I wonder if the same people who keep having problems also have the RTP. When I used to play 2K3 games on a computer that 2K3 wasn't installed on, I came across a ton of games that wouldn't play or play right until I installed the RTP.

The problem has nothing to do with windows 8, link. I have windows 7. If you need to know more about my computer, ask. Have RTP also btw.

Or, you know, you could provide a bit more information so that we won't have to ask. You're the one trying to get help, it's up to you to give us as much information as you can so we don't have to assume anything.
I have both Windows 7 and 8 and all the makers from 2K through Ace work fine on them. If you have the RTP installed, then the only thing I can assume (again without any further info) is it's a drive or setting on your computer.
Has this always been a problem, or most recently? If it's a recent occurrence, have you tried rebooting?

I don't know why anyone is getting pissed considering I am willing to assist, but I am not a professional. I don't know what parts of my computer might be causing the problem therefore I cannot provide Information that may help if I don't know or you haven't told me what I should be giving. I am completely new to 2k3 and have no idea what might be causing this problem, if I did I wouldn't be asking. So to answer the only question posed, No this is not recent. Ever since I got 2k3 it has been doing this and I have rebooted between those intervals. I don't know what settings might be affecting this but any other game (like on steam) will work in fullscreen, just any 2k3 games will not. I don't know what further info you need and I am trying to be the most cooperative I can. Not trying to cause any hostility.
