[RM2K3] NEED SOMEONE TO HELP ME CREATE TILESETS.

Hey there! I really need some graphical help with a game I have been making.

What's the project?
The gist of the game is that it's supposed to mimic the NES. Before you groan about another "Nostalgia Bait" game, the graphical style I'm going for is the NES's palette. To give it a more rose-tinted feel than anything. The architectural style is a modern/future-modern city look. Nothing fantasy or medieval going on here. There are places outside of the main city that are more smaller or rural towns, but it's mostly an adventure in the city. The RPG in question isn't some fantastical serious epic or something stuffy of the sort, it's mostly light-hearted and pokes fun at RPG tropes and other things.

What's it about?
A kid named Shaun has his games stolen by the local town bully, as he must get his games, a group of villains named the 1337 Gamers want his games too! Can Shaun find his games with the help of his newly found friends that I forgot to mention in the plot synopsis and stop the 1337 Gamers and kick the ass of the local town bully? Maybe, maybe not, I don't know!

But enough about that, I want someone who can help me create that using the NES's palette (shown below). Or you can just give me urban-style tilesets to use, I can try to convert them to the NES's color palette. The character sprites will be one-tile tall.

Tiles I Need
*Main City
-Little Neighborhood (The place Shaun lives/starts in, think of a suburb/cul-de-sac.)
-Uptown Main City (Apartment Complexes and small shops.
-Downtown Main City (Large buildings and offices, bus stops, subway entrances, stores and fast food restaurants and cafes.)
-Outskirts (Small buildings, rural-type houses and farms.)
-Beachside (Boardwalk shops, ocean, beach tilesets.)

I would love for someone to help me out! Any other help is appreciated!

(I will edit this if someone needs more clarification on anything.)
I love NES style :) I'm a little busy with other commissions at the moment though.

Do you already have a list of all the tiles you'd need?
Also is this a paid request or not?
As of now, it's not a paid request. The game will be released as freeware.

But, if you still want to do it, I need tilesets for the main city and the beachside city.
I'll be unable to help for the moment, but good luck!
LockeZ
I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

How tall are your characters going to be? One tile tall, one and a half, or two? It will affect the scale of everything else.

Edit: Well, this seemed like a fun way to spend an hour and a half, so I made 8-bit replicas of some urban RMXP tiles I had. Hopefully you weren't planning on having one-tile-tall characters, or some of these objects will be too big, but whatever. This probably isn't enough to make even a single map but maybe it'll kinda get you started and you can add to it later.

The gray tiles with white lines through them in the upper left part are meant to be roads. The tan tiles right below that are meant to be sidewalks, with the dark borders being the edges of the sidewalk that are against the road. The blue-and-black thing under the crates is an oil stain. The rest is hopefully self-explanatory.
The characters are going to be one-and-a-half tile tall, and thanks for the tilesets!
