HOW DO I PROMOTE A NEW UTILITY?

I just submitted a simple piece of software that lets users easily convert custom text into PNG images. Half a decade ago this type of thing would probably have been a god-send. Today rmVX Ace does a much better job of text handling. Still, I figure it has it's uses (I'm going to be using it, at least) and with so few new utilities getting released I suspect most won't notice it exists for quite a while now.

So the basic question is this: what's the best way to get the word out? "Programming & Plugins" specifically prohibits posting finished works. To me it may work maybe in "Game Discussion & Development."
